Introducing visa policy between any two countries requires their close cooperation.
In many countries progressive facilitation of visa regime becomes possible thanks to creating partnerships or signing visa waiver agreements.

Currently Belarusians can travel freely without a visa to the countries of the Commonwealth of Independent States. From the beginning of 2011 Poland, Latvia, Estonia and Germany have announced their decision to waive consular fees for national visas issued to the citizens of Belarus.
