Positive evaluation in First progress report on Moldova
The European Commission has released the first progress report on the implementation of the Action Plan on Visa Liberalisation (VLAP) by Moldova. The evaluation is positive.
The document reports Moldova’s progress made from November 2010, when the Action Plan had been endorsed by the Council, and covers four main areas of visa dialogue: document security, including biometrics; irregular migration, including readmission; public order and security; external relations and fundamental rights.
The report analyses progress in fulfilling technical conditions Moldova must meet in order to introduce a visa-free regime with the EU. According to the report Moldova has made “good progress”, especially in adopting migration-related legislation, however more attention should be paid to introducing reforms of relevant authorities, namely establishing Migration and Border Service. Moreover, “the work of the Moldovan Government to date shows that the Action Plan on Visa Liberalisation is an important tool for advancing reforms in the JHA area and beyond.”
Another report, prepared by officials of the Commission services, the EEAS and experts from EU Member States, will be presented to the Moldovan government at the end of 2011.
