The Reform Plan for visa facilitation and readmission agreements already created
The EC Delegation to Baku together with Ministry of Justice of Azerbaijan Republic have presented the new plan for institutional reforms on visa facilitation and readmission agreements on February 2, 2012.

It consists of related areas of Migration Management, Border Management, Visa, and Readmission legal regulations. The plan mentions few main beneficiaries of those reforms, which are i.e. Ministry of Internal Affairs, Ministry of Foreign Affairs, Ministry of Labour and Social Protection of Population, State Migration Service and State Border Service.
The main points that are to be improved and enhanced are the issues of electronic passports (also diplomatic), documents security , combating trafficking, combating irregular labour migrant employment, foreigners ID card, deportation. Other regulations are in terms of implementation of the visa and readmission agreements between EU and Azerbaijan and third countries , consular services for citizens abroad, combating irregular labour migrant employment and labour rights of Azerbaijani citizens, managing readmission, voluntary return, reintegration of returnees, developing “migration information source” and migration-related policies, combating irregular migration, managing migration, managing residence and work permit, managing asylum regime, managing detention and/or removal/return processes.
Moreover the State Border Serviece will have to make improvements to the border management, protecting the state borders, processing the documents of border crossing people at all entry and exit points, taking measures to prevent illegal migration, human trafficking and smuggling at the border, taking part in the deportation, engaging in the activities of Integrated Border Management (IBM).
