“The EU and Azerbaijan agreed to move forward with deepening and broadening of the EU Azerbaijan relations. In parallel and within the Eastern Partnership framework the EU startedpreparations for upgrading contractual relations with Azerbaijan. Negotiating directives for an Association Agreement were adopted by the EU in May 2010. Overall, Azerbaijan made some progress in the implementation of the ENP Action Plan, notably in areas related to economic and social governance. It maintained a low inflation rate compared with the previous year and stable un/employment levels. The country fared comparatively well during the year despite the global financial crisis, which allowed the government to increase social spending and capital investment.”
