Having regard to the Agreement on Partnership and Cooperation between the European Communities and their Member States of the one part, and the Republic of Azerbaijan, of the other part, signed in Luxembourg on 22 April 1996 (1),hereinafter referred to as Agreement, and in particular Articles81 to 84 thereof, Whereas that Agreement entered into force on 1 July 1999
