EU Council invites European Commission to continue back Moldova

The EU Council has decided to launch an assessment process for implementing the conditions of the second stage of an action plan on a visa free regime.

On 19 November, the EU Foreign Council adopted conclusions on Moldova, sharing the European Commission’s analysis related to Moldova’s fulfilling the conditions of the first stage of an action plan on a visa free regime, and respectively, decided to launch the assessment of the conditions set by the second stage of the plan.

At the same time, the EU Council invited the European Commission to continue backing Moldova in carrying out the action plan and to report about its results, taking into account the commission’s survey on impact of migration and security in terms of adopting a decision to meet all the conditions of the action plan on a visa free.

Also, the council reconfirmed the EU commitment to the common goal on a visa free for the Moldovans, once the conditions of the action plan are met.

Moldova started implementing an action plan on a visa free regime in January 2011, presenting to the European Commission two progress reports in September 2011 and February 2012. The European Commission published a final report on carrying out the first stage of the plan on 22 June 2012, when Moldova has initiated the plenary implementation of the conditions of the second stage. In August 2012, the European Commission also published a survey on possible migratory and security impact on a visa free for Moldova.

Moldova is fully committed in implementing the criteria of the second stage of the action plan on a visa free, and is expected to present the first report on the matter to the European Commission in December 2012.
