Eastern Partnership Panel on Integrated Border Management Sees Launch of New Capacity Building Project

Representatives of all six Eastern Partnership countries have taken part in the EaP Panel on Integrated Border Management (IBM) in Brussels coupled with the EaP IBM capacity building project kick-off conference. The Panel meeting on 4-5 November provided expertise on issues related to the implementation of Association Agreements/DCFTAs (AAs), a press release said, adding compliance of partner countries with the Visa Liberalisation Action Plans were also on the agenda.

Participants included representatives of interested EU member states, EU institutions including EU Border Assistance Mission to Moldova and Ukraine, and international organisations.

The Panel meeting focused on Common Transit Procedure as a Europe-wide customs network tool and gave examples of Polish-Ukrainian shared border crossings and green lanes – best practices for possible replication in EaP countries. Such exchange of expertise has been conducive to improving national IBM strategies, the press release said.

In addition, the Panel discussed progress in the implementation of its Flagship Initiative, in particular the new Frontex-led capacity building project. High-level officials from partner countries learned about the objectives and specific training activities of the project for the 3 years period.

Under the new project, Frontex will work hand in hand with selected experts in the border and customs areas from EU member states and various international organisations such as the International Centre for Migration Policy Development, the International Organisation for Migration and the World Customs Organisation. The project will aim “to ensure border security and to facilitate legitimate movements of persons and goods in the region, strengthening training capacities, interagency and international cooperation.”

In addition, the fight against corruption and respect for human rights will be given necessary attention throughout the project, the press release said.

The European Commission announced a new call for proposal for strategic projects under the IBM Flagship Initiative for 5 December 2014.

The next meeting of the EaP IBM Panel will be hosted by Latvia, the incoming EU Presidency, and will take place in June next year in Riga.
